Introduction
Bologna is the seventh largest city in Italy as
far as the number of inhabitants is concerned (almost 400,000), and sixth in
economic importance. The metropolitan area of Bologna (more than 900,000 inhabitants)
ranks second after Milan. Important features of Bologna are its high level of
economic development and extensive pre-school, educational, social, cultural
and sport services. Very innovative enterprises see Bologna as an ideal location,
and the percentage of craftsmen operating in the area is also very high.
The local administration has identified a series of priorities in the field
of telematic applications: fast delivery of services, stronger relationship
between citizens and city government, transparency in the ways Public Authorities
operate, transparency in decision making processes, and the use of Internet
as civic networking.
Many of the services implemented in the City have been supported by the EU in
their pilot phase. The Municipality of Bologna has in fact a wide experience
in the participation in European projects and currently participates (or has
participated) as co-ordinator or main contractor in many European projects.
The dedication of Bologna in international activities is also confirmed by the
participation of the City in the Steering Committee of important international
networks such as Telecities, Eurocities and European Digital Cities, as well
as other important activities such as the Bangemann Challenge, in which they
have had an active participation, and were awarded with the Public Administration
Sector prize.
Municipality of Bologna will employ on this project its special unit called
International Relations and Project Unit (URPI) which is composed by professionals,
specialised on EU projects financial, legal, administration tasks and project
management. This unit has successfully assisted most Divisions of the Bologna
Municipality in the management of co-funded projects since over 7 years.

of the Services for Communication and Relations with Citizens. Design and implementation
of the Integrated System for Metropolitan Communication (60 Municipalities of
the Bologna territory). - Member of the “Internet Strategic Group”.
Project Manager of the Civic Network Project Iperbole/Internet, Bangemann Challenge
Winner in P.A. sector; responsible of the Iperbole service. Consulting and training
activities for the realisation of civic networks. - Team leader and Manager
for the Municipality of Bologna as partner in public/private consortia in the
following European Projects: CityCard (Esprit 8123), Web4Groups (Telematics
2568), Million (Esprit 20772), Netfornets Telematics, SeniorOnLine Telematics,
FAOL Leonardo, Demos project (IST-1999-20530), start date 1st September 2000
(duration 30 month)
