Introduction
Gdynia is the city of 255 000 population, located
in the northern part of the Tricity agglomeration, between the Gdansk Bay and
the towns of Sopot, Gdansk and Rumia. It has elaborated a modern development
strategy and land use plans, good infrastructure and provides efficient traffic
services. Gdynia’s social and economic development results maily from
its seaside location. The port & shipbuilding industry with related activities
and research services is the predominant industry; fishery and land fish processing
are also important. Gdynia is a well managed city; the income of its citizens
is higher than average. Gdynia received the best marks in: absorptive power
of local market, social and technical infrastructure and possibilities of recreation.
The objective of the city’s policy is a socially accepted and ecologically
safe development, allowing to reach European living standards within the foreseeable
future.
In order to provide citizens and businesses with easily accessed interactive
public services the City of Gdynia envisages implementation of a set of projects,
among others, installing free of charge public internet access kiosks and preparing
itself for a modern electronic document management system.
The City Hall of Gdynia employs 720 persons, of which about 10 persons will
be involved in the USE-ME.GOV project implementation: the Deputy Mayors, Informatics
Department, European Integration Department, City Hall Treasurer, Main Book-keeper
of the City Hall, lawyer.
Role
As end-user partner for Poland, the City of Gdynia is actively involved in
the project, participating in the following tasks:
- Service scenario definition,
- Pilot service specification,
- Platform and service implementation,
- Integration and pilot testing,
- Validation,
- Dissemination and exploitation.
Key personnel
Michal Guc is a Deputy Mayor responsible for the
development and social aid in Gdynia. On behalf of the City he is in charge
of European Integration Department, City Development Office, Statistical Analyses
Department as well as Architecture Department. Besides he is the Mayor’s
Plenipotentiary on NGOs’ issues and the Program Director and Trainer in
the Civil Society Development Foundation. Earlier he was the Program Director
in Gdynia Polish YMCA.
Krystyna Borkowska is a Manager of the European Integration
Department of the City Hall of Gdynia. She has a university degree in geography
and a certificate as a European Projects Manager. She is an experienced projects
manager and has significant knowledge and practical experience, especially in
PHARE fund procedures.
Beata Warszakowska is an officer in European Integration
Department of the City Hall of Gdynia. She has graduated from Higher Business
School – National Louis University in Nowy Sacz in Poland with a bachelor
degree in Marketing & Management and Master of Arts degree in European Studies.
She finished the postgraduate studies in International Relations. She is in
charge of gathering information on the possible information society projects
funding, as well as creating projects to be financed from the Structural Funds
in the area if information society infrastructures.
Jerzy Przeworski in a head of the Informatics Department
of the City Hall of Gdynia. He graduated at Lwow University of Technology, the
Automatics Department, faculty of computer sciences. He is responsible for maintaining
the computer system and network in the City Hall of Gdynia, in particular for
working out and implementation of the complex computer system of the City Hall,
assuring the modernity of solution to be implemented in the City Hall, definition
and supervision over standards and parameters of software and hardware, etc.
